Don't know where to get the Point Topic report, but the "US ranks 12th" 
is from the OECD:

We're 17th.

The OECD studies get regular citation either as proof that someone is 
leading or proof that someone is lagging. I'll pass on that debate ... 
this is a metric, but its meaning needs to be interpreted as part of a 
whole rather than a "sole and only measure". I will, however, note that 
there is not that much separating #9 from #18 - a few percent.
