If they'd only publish the black/whitelists in question, we'd be able
to do our own filtering trials.
This was the problem back in the late 90s when it first popped up IIRC -
noone wanted to publish the lists, so it was difficult to test the
feasability of said lists. We had hash table based filtering on late 90's
proxy servers quite happily humming along at their traffic throughput
(~150 req/sec.)
