The dictionary definition seems reasonably clear, describing a 
website as a set of linked documents on the web which are related in 
some way: <http://www.tomw.net.au/2006/wd/structure.shtml#whatsite>.

You then just need to explain what the web is, which takes a bit more doing.

That is the sort of thing lawyers pay be lots of money to explain to 
judges, as an expert witness
