Did it do estimates to work out how much energy is used in Government 
buildings between 6 PM and 8 AM?  Lets face it, people are (in 
theory) at HOME more than they are at work!  So the Home environment 
is really only "down" for 8 hours a day (plus or minus a bit of 
travel) whereas the work environment is down for 16 hours a day :)

Why is it everyone is focused on the SMALLEST user footprint for 
carbon emissions, water usage and energy waste?

Homes are the smallest of all users.  We know this because water use 
has only dropped a few percent, yet households are using apparently, 
60% less water than 5 years ago.

That doesn't make sense.  That means that business is using more, and 
hence wasting more.

If households aren't occupied, generally, for the day period, which 
is the greatest electricity and water usage period, then that 
indicates that business is using far more than homes during the 16 
hour non business period.
