I don't know about the Chinese students, but many of the above are from
India, which is not complaining much about a brain drain these days.
Indeed, there is ample evidence of a return to India by Indians who have
made a small fortune and who wish to multiply it back in India.  

I have recently worked alongside some of these graduates with their shiny
new "PR" (permanent resident status) and seen one go to Canada and another
return to India (but return briefly to attend his citizenship ceremony). The
Aussie passport is just insurance for some who would rather be in the US or
Canada.
