it's a way of appearing to do something without offending the right-wing
racist segment of his voters. kick the aboriginals while they're down,
put them back in their place, and sneak in a few measures to undermine
land-rights while he's at it.

in short, it's this coming election's instance of Howard's favourite
race-card tactic.
