I've never seen it documented, but there seems to be some sort of 
state-based record system in Centrelink.
A few months after I moved from South Australia to Queensland I got a 
nice letter from them telling me that I either needed to arrange for my 
former partner to make child support payments or pop down and see them 
to discuss how they could help me get the money out of the tight 
bastard (err, I may be misremembering their wording...)
I popped down and showed them the death certificate and the problem 
quietly vanished away with a polite letter of apology.
I can only assume that the records didn't transfer interstate properly, 
but why would this be siloed by state?
I don't know. Very odd.
