Precisely.... But the government of the day might be able to force the company to restructure its operations into a wholesale infrastructure unit and a retail unit while still keeping the ownership, as I suggested earlier.
It would be nice if the infrastructure rules included some regarding compatibility with standards and inter-working with other infrastructure providers too.
