I thought the original was "Never ascribe to conspiracy what can 
adequately be explained by stupidity" variously attributed to Niccolo 
Machiavelli and Napoleon Bonaparte

And then there is the British version, from Sir Bernard Ingham, "cock-up 
before conspiracy". Or the full quote "Many journalists have fallen for 
the conspiracy theory of government. I do assure you that they would 
produce more accurate work if they adhered to the cock-up theory."
