Check Whirlpool. I remember we used to compare speeds with members of 
my prior ISP because they were so awful.

I have this running in my program tray, although it can be a little 
misleading if one of the legs is awful. For example, right now it 
says 59 on my desktop, but the majority of the routers are in the 
80s. The average is drawn down because there are 2 servers at zero. 
have a look at the webpage and that will make sense.
