Yes, but if people start worrying about energy consumption by such
devices, the manufacturers will respond by redesigning them to
conserve power when not operating at full capacity. Notebook computer
makers had to do this to conserve battery power and that technology
is being introduced to desktop PCs as well. There is no reason the
same thing could not be done with routers, if the customers were to ask for it.

My old Transact digital set-top box/broadband modem used about 25W
