[LINK] Australian Papers Express Courier (APEC) Slowdown

Can anyone explain how "APEC" can be reasonably used as the excuse 
for the Herald arriving 2 hours late in Canberra?  Last I knew, it 
was printed at Chullora, 15km SW along the Hume Highway, and 
despatched from there.

No, the maintenance of my morning ritual isn't as important as world 
leaders being given the opportunity to strut.  But it's bad enough 
that a significant slice of Sydney has to suffer for it.  Why does it 
need to be inflicted on other people too??
