Yes, all three should be paid for through universal health care.
It benefits us all to care for and rehabilitate (if possible).
Keep in mind that tobacco and alcohol are drugs. And I include
nicotine addicts and alcoholics in the term "druggies".

As posted to Link earlier, ISO is now investing just how Microsoft
corrupted the approval process for OOXML and the extent of that
corruption, which seems to have spread across at least ten member
countries.
As to telling ISO about ORACS? Whatever for? ORACS is a proposed banishment
tactic that utilises technological ostracism to get rid of a major pest
and monopolist. I doubt ISO would give two hoots.
