I conducted an "open book" web based examination in a short, 
non-credit course for public servants using Moodle at ANU last year. 
The topic was the web, so it seemed reasonable to let the students

This was conducted in a computer equipped classroom, not remotely 
over the Internet. So I could wander around to see that the students 
were not purchasing their answers by subcontracting via Amazon's 
mechanical turk <http://en.wikipedia.org/wiki/Amazon_Mechanical_Turk>.  ;-)
