Right so it costs $15 million to set up 2000 locations, that would 
scale to $150 million for 20,000 locations, or $1.5 billion for 
200,000 locations.

Where is all this mega multibillion dollar broadband bidding 
described in other threads coming from?

Isn't it time to Telco act was changed - AGAIN - like it was suppose 
to be - to allow anyone to set up an open access Wifi in their 
community for internet access, and finally, once and for all, flat 
rate pipes, not bytes.  Like it was suppose to be.
