Consider that if the two-tier censorship of the 'net proceeds (which
is highly doubtful, Sir Humphrey), that a not inconsiderable number
of IT brains, esp. the young, will pack up and take their talent
overseas.
Personally, if I found that the filter hinders my work I would consider
moving to Canada or the USA until the "problem" was resolved.
I don't think I could tolerate living with a Chinese-style regime of
censorship.
Another thing to consider is that since we have no Bill of Rights and
it is hazy (isn't it?) how well free speech is protected by our
constitution, there may well be ground-breaking legal challenges to
the censorship. (Now where is that constitution when you need it?)
