You don't need "deep pockets" to get web pages put on ACMA's blacklist
-- submitting a complaint is free!
If blacklisted content overseas is actually blocked instead of being
pretty much ignored, I can see a lot more vigilantes reporting content,
and the blacklist growing a lot faster than it has to date.
