The 900,000 page site is identified on page 28 of the ANAO report as 
being the Australian Bureau of Statistics. I didn't read the report 
either, I just searched for "900" ;-)

The ABS site has a lot of tables of statistics, which I assume are 
generated from a database. The ABS has a lot of databases, I used to 
administer one of the population census databases at ABS.

Apart from the full PDF report, ANAO have a very readable HTML summary:

Unfortunately ANAO offer the PDF document on their web site before 
the HTML summary, so many people will end up with 1.7 Mbytes of PDF 
download, when they most likely would be happier with 40 Kbytes of web page.
