Jesting aside, isn't this incredibly irresponsible to announce this
change on the day that it is made?

Isn't there going to be a rise in spurious calls to 000, just to hear
the goddamn message [ I NOT advocating this, just suggesting that this
is a possible outcome ]

How about advertising this ahead of time, warning people that making
false calls is illegal, and then doing it.
