What spin!. Reading through Minister Conroy's announcement and letter at 
http://www.minister.dbcde.gov.au/media/media_releases/2008/007, it seems 
fairly clear to me that:

a) the 'simple act' of the government was simply to write a beg-letter,
b) the ACCC position hasn't changed
c) on the strength of the public letter, the main activity is that 
Telstra changed its mind on enabling ADSL2+ - which they could have done 
12 months ago.
