[LINK] Harvard arts-science requires open-access publishing

Co-incidentally I was trying to find the Harvard Phishing study
<http://people.seas.harvard.edu/~rachna/papers/why_phishing_works.pdf>
but all I get is "Server is down for emergency maintenance"

However, Google's HTML version seems to deliver
