Um, if the ISP is bearing the costs of solving the music industry's
faulty business model then shouldn't the ISPs be seeking a proportion
of the music industry's revenue?

Isn't legislating for ISPs to do this a way for the music industry
to shift costs onto the ISP without payment?

The music industry has never approached ISPs with a monetary offer
for anti-piracy services, so legislating such a result is jumping
the gun.
