On page 2:

    "That is why Labor will:

      Internet Service Providers (ISPs) will filter out content that is
      identified as prohibited by the Australian Communications and Media
      Authority (ACMA).  The ACMA Œblacklist¹ will be made more
      comprehensive to ensure that children are protected from harmful
      and inappropriate online material..."

Note the word "ensure" that children are "protected" from "harmful and
inappropriate" content.

Senator Steve Fielding (Family First) is talking about blocking things like
websites which promote anorexia as a valid lifestyle choice, and Senator is
saying nothing to contradict him.
