Maybe this is just funding AUSCERT better. 

The way government funding works these days putting out a request for tender 
which matches the capabilities of the organisation you want to win the tender 
may be considered the easiest way to provide funds to that organisation. 

You have an open and competitive process and a defined deliverable. So long as 
you stack the process sufficiently to ensure who wins everyone gets what they 
want.

Or am I being too cynical?
