I just picked $10,000 out of the air. :-)

It would be interesting to compare the actual size of the first 
people populations between Canada and Australia, and how they 
determined eligibility. But even so, the cost and time taken will be 
less to do this approach than require individual cases. I guess there 
could be class actions, but that won't reduce the time and court 
clogging all that much. I believe Fred Cheney was the one who said 
the official records couldn't be trusted.
