Aviation is also one of the most heavily regulated industries on earth.

I remember a year or two when the ACS proposed enhancing the 
professionalism of the IT sector.  The suggestions floated included an 
continuing education and a code of conduct.  Pretty innocuous stuff, and 
way, way short of regulation.  But the outcry from the grassroots IT 
community was virulent.  There were many voices raised in opposition, 
and I don't recall if there was a dominant theme, but many people simply 
resented any imposition on the way they do their jobs [read, practise 
their craft].

So I don't like the chances of the IT sector at large embracing all that 
goes with industries like aviation.
