Note: the fifth word: OFFER. That is 'opt IN', not opt out. If the 
government wants to do that withOUT increasing costs to those who 
choose NOT to opt in, then fine. Let those who want it, PAY for it.

But I'm with you, Rene. Petitions are not referenda. Everyone should 
have the ability to indicate their views, not just special interests. 
Special interest politics and governance of any shade/colour is very 
dangerous. Surveying churches is no different from push polling.
