The mind boggles. Perhaps it's a spoof?

If not how would this work? The cabin crew member controlling the  
system is alerted to a terrorist on board. Does s/he check the name  
of the passenger then look up the manifest to find what the bracelet  
ID is, or ask for the seat number, check the seat allocation to get  
the ID then activate the bracelet, or just say "bugger this" and stun  
EVERY passenger? After all there might be more than one terrorist.

There is always the Moscow Theatre option and gas everybody...
