More seriously, the second reference given in the search is to a 
submission to the Australia 2020 summit:

But this produces a ColdFusion error message from the 2020 web site: 
" Element TOPICAREA is undefined in CLIENT.".

The Australian community went to considerable effort contributing to 
the 2020 summit process, at the urging of the Prime Minister. If the 
government can't be bothered to look after the submissions for more 
than a few months, the public would be right to assume this had 
simply been a cynical short term PR exercise.
