The ports belong to the provider: the ADSL provider owns the DSLAM and
is therefore reponsible for managing the ports on that DSLAM. So it's
perfectly credible - probably commonplace - that one provider has ports
and another provider has none.
That's not the same as the debate about rack space in the exchange ...
