I don't see how you can possibly consider "censoring 100 sites" to
be consistent with the government's clearly stated goal of using
censorship to "make the Internet a safer place for children", or
"ensuring that children are protected from harmful and inappropriate
online material".

The government might decide to go with Singapore style symbolic
censorship, but that is totally inconsistent with their public
statements to date.  They've been vague and they haven't provided
any details, but they've made enough clear to give us good reason to
be worried.
