And that's precisely the point: it shouldn't be guesswork.

If a contract has been let for a trial, what is it a trial of? What are the
criteria for success or failure of that trial? What is this stuff they're
trialing supposed to DO?

If none of those questions can be answered in clear, measurable ways, then
the trial is misuse of public money. It's far from being the "transparent"
and "evidence-based" approaches promised by Chairman Rudd. Fail.
