On budget night, the treasurer presents the government's latest plan for 
the following financial year. The taxing and spending numbers announced 
represent the amount by which Treasury's previous forward estimates for 
the next financial year have been changed to reflect the latest 
government policy decisions and information about the economy.

So when a tax cut is unveiled, the impressive headline figure spruiked 
by the treasurer does not represent the amount by which tax collected 
next year will fall compared to this year. Rather, it represents the 
difference between the new estimate of how much tax will be collected 
next year and the previous estimate.
