Applications like WebCT are experiencing problems due to the 
reliance on WebLogic/Java.   Java uses its own source of TZ info 
and when code is run that defaults to this, it breaks responsively!

If you use Java a lot, you might want to consider:

http://java.sun.com/javase/tzupdater_README.html

And follow the directions accordingly.   At <some uni> they pay 
a contractor vast sums to ignore my advice.
