Well ... a VoIP session doesn't use much bandwidth; it just moves the 
usage from one network to another... Yes, the infrastructure costs are 
lower in the core, but an access link is an access link.

Certainly the question "what regulation is needed?" is exercising the 
minds of ACMA and the Communications Alliance. And on the upgrade-to-IP 
in telco networks, that risk is already being borne by the industry; for 
example, the Telstra transformation is about building an IP core 
network. Or the BT 21C project in the UK.
