Maybe I'm thick, but I don't understand how the government can get
"efficient and effective expenditure and management." and at the same
time "... improve the use of ICT in public administration and service
delivery."
But then again, I'm not a bureaucrat or economist, just an IT architect.

THE promised axe will fall on IT and communications spending by federal
agencies with the Rudd Government today pledging to implement all of
Peter Gershon's recommendations including slashing contract staff by 50
per cent over the next three years.
Finance Minister Lindsay Tanner says the government will adopt Sir
Peter's "package of targeted strategies and actions" to improve the use
of ICT in public administration and service delivery.
"This decision represents the most significant change in the use and
management of ICT in the Australian Government to date," Mr Tanner said.
"We will act decisively in applying the recommendations.
"This is a turning point, rebalancing the highly decentralised ICT
administration in government and focusing on efficient and effective
expenditure and management."
