I don't think it is that simple.

Three or four  $10 fares in the CBD in half an hour would be fine, for the taxi 
drviers. A $10 fare in the sticks, where it takes unpaid time/distance to get 
there and back wouldn't be sufficient. Some places have negotiated fares. Though 
taxi drivers can be, understandably, fussy at the end of their shift about 
taking fares in particular directions.
