Do any of these ISP filtering proposals cover Usenet?

Not all ISPs seem to offer access, and those who do offer different 
ranges of newsgroups.

A knowledgeable parent could choose an ISP that doesn't offer the less 
savoury ones but not all parents are knowledgeable. And kids have an 
amazing way of finding out about such things. Looking up Wikipedia, for 
example.
