not quite. To me, fraud is a crime of one party directly harming one other
party by deception, but 'identity theft' is the same thing *but* also
indirectly harming a third party. When the third party is harmed to a
greater extent than the second then its hard to just think of it as 'fraud'.
A hyperbolic: fraud is like simple theft, identity theft is like armed
robbery where a bystander is harmed.
