I might be over simplifying this but based on your figure of $70 million per annum out of the $16 Billion per annum annual spend by government agencies on computer & communications makes the total spend to Microsoft (and what consultation was calculated) at 0.43% of annual government expenditure.

I got bored. Here's a summary of expenditure on Microsoft software for
the six month reporting period (as best as I can tell based on the
information to hand):
So, about $70 million annually.
