This does happen. However...
The IP trail is to one of many, many zombie machines, which in turn
are controlled by other zombie machines, which in turn... and the
trail will eventually go through a country which is "less than helpful".
The credit card trail goes, at the first step, back to some muggins
who's signed up to do "UPS refund processing" at home, and who's doing
that because they answered an ad posted on a telegraph pole or...
signed up via spam.
