Quite so. Especially when considering the hidden choices beyond things like 
explicit security dialog boxes. 

Implicit decisions happen everyday: to be aware that an application will 
willy-nilly install a tool bar into your browser unless you dig in and 
uncheck some box, or considering having an application install somewhere 
other than the c: drive on a windows box, by choosing the "Advanced" install 
options.  

Compare with the years it takes to teach children to cross a road safely and 
that essentially involves one assessment skill: am I or will I be in the path 
of a large moving object?
