The UK Government has issued a Greening Government ICT strategy:

The UK claims to be the first Government to set out a strategy for
reducing the environmental impact of computer systems and has an
ambitious target to be carbon neutral by 2012. However, the proof of
a strategy is in the implementation. Also it is tempting to take the
easy way out with a carbon neutral plan buy just buying offsets,
rather than doing the hard work needed to actually reduce CO2 emissions.

Some excerpts from the report are available in my blog:

With strategies for

the energy efficiency of PCs, Australia may well catch up and
overtake the UK in energy saving.
