It was worse than that. Even adding APIs to e-mail clients
to allow plug-in encryption -- but not actually providing
the cryptography software -- was not permitted.

The real thawing didn't happen until the era of SSLeay.
But by then the horse had long bolted for validating
e-mail identities.
