In the preliminary draft "Personal Computer and Monitors Energy 
Efficiency Strategy" I propose Australia set a target of a 50% 
reduction of greenhouse gas emissions by 2020 for ICT. This will 
contribute a 1% overall reduction in greenhouse emissions reductions 
for Australia.

To achieve this, I propose voluntary use of the US EPA Energy Star 
program by the Australian ICT industry and web based industry and 
consumer education programs on energy efficiency. To provide an 
incentive for industry, Australian federal and state governments can 
purchase Energy Star products and use the web based information in 
product selection. Companies which do not offer Energy Star rated 
products and do not put the energy information on the web would be 
effectively excluded from government tenders.
