With rumours that the Prime Minister, Kevin Rudd, will reshuffle his
ministry after the budget, Senator Conroy, whose internet filtering
and national broadband network policies are in disarray, may be vulnerable.
Furthermore, Senator Conroy was one of 39 Labor MPs who voted against
Rudd in his leadership battle with Kim Beazley.

Ok, assuming he gets the boot, who should get the portfolio? Who is
in a Parl Sec role and needs to 'prove' him/herself by taking this
on? Possibles:
Maxine McKew - a perception of a technical background coming from the
media perhaps?
Greg Combet - possibly because of union background??
Bill Shorten - currently in a 'soft' portfolio; may be up for more meaty role?
Who else?
