Compared to a lot of web sites, this one is not too bad. It scores 
78/100 on the W3C Mobile OK tests:

It works on Opera in small screen mode (simulating a smart phone), 
but does have a few accessibility problems. It looks a suitable start 
for a national emergency warning web site
