And the answer is that it varies. A lot. Independent schools make the decision at the school. Catholics tend to be a mixture of local school decisions with some system support. Victorian Government schools have considerable autonomy with a lot of central support. NSW operates a very centralised system. Other States and Territories tend to fill the spectrum between those two.
The Federal Government is not involved in the decision making on particular types of access devices or software.
