"Penetration" in this context is from the viewpoint of someone trying to have something of theirs go into other people's lives.
I am not sure anyone was really doing this.
Nor does Internet usage "diffuse". People need a computer and then to pay some money, make some arrangements, install software etc.
Perhaps "adoption" would be a better term.
