[LINK] NBN - Connect All Premises

This is an interesting development, connecting all premises regardless
of whether there's a subscriber driving it. My immediate thought for
the reason:  the Govt will mandate that all TV be delivered by NBN, so
they get to sell the spectrum (analogue and digital) for mobile use.
Just a guess though.

One key aspect of the proposal will force private telcos to think long
and hard about whether they can afford to ignore participation in the
NBN— the government proposes to connect premises to fibre regardless
of whether they subscribe to an NBN-sourced service.

“This will not be a subscription-based service (in terms of
connections),” Conroy said, adding that the government does not
propose any prohibitions on overbuild or competing network connections
to the home.
